Had the same problem. Sent mine back for refund. It's the battery not your Garmin that's the problem.

Q: When plugged in car cigarette lighter, I get message of low battery. Why?

Can't answer the question directly, I fear, but I noted that the replacement battery only lasted a few months before it would no longer take a charge. Perhaps that was because it was plugged in to an always-on (unswitched) 12V receptacle. Is your battery more than a few months old?
