Q: Is it suitable for taping laminate flooring underlay?

Only used it for Ali foil insulation. Do not think it would have enough elasticity for underlay movement.

It is just like aluminium foil that has a sticky coating on one side, not 100% if this is electrically conductive but as aluminium foil is I would say that this is as well.
