Q: Which set of dimensions in the description is correct? Sizes in "features and details" are significantly bigger than those in "product information"

I suggest that you contact the manufacturer; just in case he does actually send out two different sized open file boxes. Mine is just what I wanted to hold loose small A4 size card and plastic cased paper files.

Q: Will these hold the arch lever folders ?

If it is the standard A4 lever arch, no. It is too narrow. It would fit a couple of ring binders.

No they don't connect but stand very neatly side by side
