It is a cape. We didn't use it though. I had issues with the sizing. My dog is 24 lbs and smallish the med was too small and the large was too big. I think the first one (med), was really a small and just tagged wrong.

I don't believe so, I have a 17 lb dog and it didn't fit him, they run very small

It's a little small

Its cute,and really adorable but I made the mistake of ordering the small when I should have ordered a medium.

No hat, cape instead

The costume is fine, fits ok as advertised. What wasn't fine was no pirate hat, which as you can imagine, loses its effectiveness as a pirate costume without it. A cape was sent instead of a hat.
