Q: Can you leave this item on while driving?

This is a temporary step that sits on top of your tire. If you left it on you would damage it and your vehicle. I would advise against leaving it on.

Q: About once a week I have to top up my oil. Can this be permanently mounted so I don't have to keep watching my driveway so that no one steals it?

It would be easier to just mount a drum of oil on your vehicle! Then you wont have to "top up your oil once a week"

Q: Where is this manufacturered?

99.9% of anything you see is made in China. The largest supplier of American flags is...... China. "Made in America" decals are made.... In China.

Q: The running boards are too high because of def tank. Will this work on a 5 inch running board

I'm not sure what your running boards have to do with the fitment of this tool? This straddles your tire and the two rubber bumpers rest against your tires. Your running boards shouldn't be in the way of anything?
