Q: Will these fit my octave mandolin (540mm scale length)? Is the second string wound or plain?

The top string, the thinnest is a wire unwound pair . The others are all wound strings. The length of my Mandola from its base to the point of the machine heads is 680 mm so I think they would be ok for your instrument. Hope that helps

Q: Can these be tuned to a-d-g-c for my portuguese style mandola?

I have never tried that tuning as I generally use CGDA on the mandola. What gauge do you normally use?
