Are these supposed to be watery even after refrigeration or should they be more solid/set like jello? Are these safe to eat watery?

Hi, yes they get a little more solid when they are cold but not much more. These are very different from the regular boxed jellos I don’t like them myself but they are safe to eat room temperature or refrigerated.
