What are the exact dimensions of the holes on the top plate? i have 706 s2 speakers that i want bolt mounted, not just sitting on top. thanks.

The only hole in the top plate is the one in the center for attaching the top plate to the upright tube. The little bumps you see in the picture are the foam cushions that come with the stand. If you want to bolt mount a speaker, you would have to drill the holes yourself.
