It showed up on time and it works
It showed up on time and it works great I'm not sure if it's toxic I tried it on my skin and the design faded a bit through the day of course because of sweating and etc I'm not sure if it's toxic so you'll want to read that it was very bright it's blue and I was going to use it to draw things around my door that no one else could see but me

I guess it depends what you use it for
When it comes to UV markers, I guess it depends what you use it for. For me personally, I was looking for a permanent marker that would write on clear plastic/acrylic. The marker ink beads up and does not allow to be drawn on plastic material so for me, the quality wasn't worth the money. It writes on skin okay if this is your purpose. If for some reason you come across this review and you are looking for UV markers and/or inks then let me know because I test as many as I can so I consider myself an authority on them. The Best Marker I have used so far is the DYKEM UV marker. It writes well on plastic.

This inexpensive little UV pen/light set does exactly what it is supposed to do
I bought this mainly as a way to mark items I sell on eBay, since in the past I've had some buyers return "defective" items that I'm sure were not the original ones I sold. The pen does a great job with discreetly marking items, and the little UV light brilliantly shows the otherwise invisible marks. Now I put a mark on all the items I sell, and prior to shipping I take a photo with the marks illuminated by the UV light. For the money, this pen/light set is great.

Don’t Buy
As someone else said it does not act like a permanent marker. You can’t write on plastics. It beads up and won’t dry. As a reseller it was bought to prove an item is my original item sold so I wouldn’t get scammed. Also you can see the writing without UV light. The light came on and worked when it arrived but now will not work. Don’t waste your money.
