no refills for this type of pen. It's a throw-away item.

Can i use this on hard plastic?

I would not, it would tend to smear in my opinion. I used it on some slick-finished gift tags, had to be really careful to let it dry before touching.

Can this be used to add sparkle over a color print on a t-shirt

I'm not sure but I would try on a stained shirt but I would put a protective cloth and iron it on after coloring it. It should after you heat set it. I love those pens.
