So is this styling tool a blow dryer brush or just a styling tool like a curling iron used on already dry hair?

You can only use it on dry hair. I let my hair air dry and then I section it and your hair looks like a really nice blow out. It is very quick and it saves your hair from prolonged heat that damages it. I have very curly hair and this is the best heat tool I have ever used.
