Q: How do I take the thick plastic off of bulbs base??

The thick plastic around the base of the bulb is part of the bulb assembly and as such, not meant to be disassembled.

Not really. Use SANI Grow Light Bulb COC Technology, Full Spectrum 15W or up. 36 Watt is good.

Q: Is this a good source for artists to see true colors while painting ?

It’s a nice, warm, soft white type light bulb. It’s not harsh. However unsure if this would be acceptable for an artist
