You can certainly use only the Bluetooth function of this product. You can view or export data through your phone within the Bluetooth range (394ft, unobstructed). The on-board storage days for the SwitchBot outdoor temperature and humidity sensor is 68 days, which means you need to transfer the data to your phone every 68 days and cache the data within two years in the phone app.

Q: Can this be used with hubitat?

I see a Github repository for "hubitat_switchBot", which states, "This provides various driver capabilities for SwitchBot devices, including the humidity/temperature meter, bot, curtain, humidifier, strip light, color bulb (using the strip light driver), smart lock, motion sensor, contact sensor, plug mini, and hub IR functionality".

Q: do you need to add the app or can you just set up with Alexa?

You need the App. That’s the only way you can connect to Alexa. Plus the app has a whole bunch of other stuff to personalize and set schedules.
