How can this be mounted? Is this din rail mounted?

Yes. I mounted mine directly to the chassis of a radio using the four holes with 1/4 inch plastic spacers. It is solid in that I can plug a DB-9 plug without any problem. Just make sure the space behind the plugs is clear of the chassis so as not to cause a short. It is small enough to fit perfectly on the chassis
