My boy is 18 months but is bigger for his age,what size should I get??

My daughter is wearing XL (age 1-2) I believe and she’s nearly two now however she’s had this size since 18 month old. She’s 10kg if that helps.

Can these be worn under an all in one swim suit ? Or are they meant to be worn on there own ?
