Can you set toe in with it

That’s not really what this tool is intended for... toe is measured across by length. If your doing a DIY toe adjustment, you are gonna use measuring tape from the outermost tread of your passenger tire to your driver side tire (front if your rear wheel drive and back if your front wheel drive). This for the other two alignment measurements camber and caster. These are angle measurements that would require the mathematics if all you had was a measuring tape. It’s a fast and quick way to get the angle while making adjustments.

Would this work on a Pacifica with 19" rims?

Will work on any rim regardless of size as long as they are metal and magnetic.

How does one adjust this tool to zero?

You sit it against something that’s 90°. Something that you know is 90° and then you adjust it so that it reads 90° and you’re ready to go.
