Q: Does this product condition or moisturize?

It moisturized. Its great for smoothing frizz-prone hair without looking greasy.

Q: Does this work for oily scalp, fine hair?

Unless you have dry hair I wouldn’t recommend it. I have fine hair but my hair isn’t oily, I just Use a small amount

I have never read anywhere that is does so I wouldn't rely on it to do so

Q: Substitute for Bumble & Bumble Defrizz?

I believe this is a totally different product. This Brilliantine is a lightweight penetrating cream, that is applied by hand lightly, to dry areas and to the ends of your hair, to primarily help overall dryness. It smells divine, is non greasy and disappears fast into your strands, leaving a nice healthy sheen. I have never used Defrizz, as I am in need of more of a light calming, conditioning when my hair is dry, not wet. Hope this helps!
