Yes, as long as the pvc is a pretty thick mil. I actually used it to patch a LARGE split in our in-ground vinyl pool liner and it held up very well.

It 100% depends on what the planter is made of. If it is vinyl then you are all set. Planters are made from many different materials from woven to ceramic.
