Q: Can you use this over plywood

Yes, with the right epoxy resin. I used it on my wooden shed floor.

Q: can this be used on walls by adding to the paint?

The chips may clump together if you add them directly to the paint. I would throw handfuls at the wet paint, and then coat the walls with polyurethane.

Q: can this be used on countertops?

I’m sure it could, so long as the flakes are embedded in epoxy resin.
