Does this paper wrap make them bigger than the normal Sub c battery

I used these to rebuild several 18 volt battery packs for DeWalt 18 volt drills. The paper wrap did not seem to make a difference in that application. In fact, the cardboard was perfect for the required insulation layers that were needed to separate each battery in the 15 battery pack and the packs (with cardboard) slid perfectly back into the case.

I am unfamiliar with "no tabs" - will these work in a normal device that expects a battery to have tabs, like a flashlight or a tape deck?

Yes, it can work if the battery compartment allows the negative and positive polarities on the battery to make contact (this also assumes your device takes a NIMH battery). Button top batteries makes it easier to use on consumer devices that has a battery compartment, as it has a button top that help ensure it makes contact.
