Q: The width says 14-1/2 the one i have on my 2007 hd heritage measures 13" ??? will this still fit?

The seller indicates that the shield will fit a 2000 and up. So it should fit your 2007 as it does my 2017. BB

You 'll have to check the outside width of your forks and compare it to the width of the windshield bracket graphic. One of the pics show dimensions with windshield assembled, it comes un-assembled, ez to put together tho. Mine is installed on a 2003 Fatboy, It does not come with the docking kit for the bike, only the mounting brackets on the windshield. I made my own mounts using detachable sissy bar grommets, longer fork screws, and quick releases pivot latches, removing the useless spring latches that come with it. Or you could buy a kit for another $100-$200 unless you're replacing an existing windshield where you would have the studs/grommets already on your bike.
