No it can not be cut easily. It is made of steel.

This accessory is designed to secure around the trunk-mounted bike rack itself and into the car's rear hatch to add additional theft deterrence. This added layer of security makes it more difficult to remove the bike rack from the vehicle. It is not designed to protect the bikes themselves.
