Q: Are the wheels plastic or rubber?

The tires are a plastic rim with rubber tread. I have mine loaded pretty heavy and haven't had an issue with them.

Q: Can you add more sections?

I have found it to be extremely tough and durable. I really wish I could buy another middle section to add in, but I don't think just an individual section is available anywhere!

Q: do magnets stick to the metal used in box?

Yes. The yellow parts and handle are metal. The black ends and clear tops are all plastic.

Q: is this tool box water tight

Not water tight and not meant to be out in weather much.
