Can you use these to see when metal cools to a certain temperature by watching the melted mark resolidify?

Not really. It will not turn back to a chalky solid state it was. It will melt to a puddle, then basically dissipate.I buy several temperature ranges and insure I am between, say 180 and 200, or 200 and 225.....

Is this suggested for marking at 660°F piping at oil refinery?

The marker you asked about will melt at 650F and higher. So a mark on a pipe will tell you the temperature is a least 650F but you won’t know the exact temperature. You could also buy markers for other temperatures.
