Yes, I use it on my face and neck. Luv it and just as good as a moisturizer as you'll get from the estee lauder, lancome, etc.

Is this good for oily skin?

It works for me with normal to dry skin. Don't think it would be good for oily skin.

Can I use it under makeup?

Promotes perspiration facially if too is used...but a quality product nonetheless that can be used all over the body.
