Is it likely that a toddler could tip himself and the chair over backwards if this is used on the floor? (I don't mean strapped to a dining room chair

The chair is so low to the floor it won't tip. My little one is 6 months and I probably will not have her in it any longer than a year or year and a half depending on how much she grows. She is average 16lbs and 26 inches tall.

can it be used in a booth?

Based on typical dining booth seats, I think this seat would sit too low. For dining out get a booster seat or space saver chair that sits higher instead.
