Q: Is this good for potable water system?

Parts are made of stainless steel so I don't see any reason why it could not be used for potable water.

Q: What are the on/off flowrate adjustment possibilities of this switch and the pressure drop through the unit at (say) 8 gpm?

Adjustment is almost infinite. Different sized paddles and adjustable microswitch. Very little if any flow loss. Paddles are thin and very flexible.
