Hello, This question gets asked a lot. The company that makes the masks are based in Taiwan, the company as with many Taiwanese companies are moving towards cruelty free just like the Japanese. But since this mask is sold in China also, the Chinese government requires all cosmetics sold in China to be tested, yes on animals. This applies to all cosmetics regardless of origin even US brands.
