It doesn't appear to be water based. I'm no expert on paint, but I did notice dipping my used (and still wet) brush in water did nothing. The only way I could get the paint off the brush was with acetone. Original paint on car would've been a water based paint. I applied over a water based primer I had already laid out and let dry for a week. I didn't apply a clear coat when finished. I had to paint a large area(6inches by 4inches), the paint came off as blotchy. It says not to use on large areas so that's on me. I think for filling small scratches and chips it would've been fine. I wasn't concerned since I'm using it on the very bottom of the rockers. Nobody is gonna notice down there. I don't keep my car immaculately clean either which would show that something is funny with the paint in that area. Probably wash it 2 to 3 times a year. My main concern is protection from rust. Will update with how well it held up after winter.

Why did you pick this product vs others?: No reason. I never order this type of product before, so I was just hoping I picked something that would work, and it did. Ease of use: Easy to use.
