Is the color of the cable black?

Cable is completely covered by a Black Plastic/Rubber Coating. Steel cable will not touch or mark the Bicycle.

What is the recommended length to use it on two bicycles?

The recommended length is a personal choice on how close together you want to park the bikes do yo want them rubbing together. ? I just parked the 2 bikes as I saw fit and used a tape measure to figure out the length needed.
