For any product sold on Amazon: The information you need is available right from the product page: Look above the "add to cart" button, and read the estimated arrival date, and most especially, whether the item is "Fulfilled by Amazon", or "sold by and shipped from Amazon". ALSO, underneath the bulletted description next to a product's photo, look for a link that says some number is "New from", or "News and Used from"; if you click it, a side menu slides out that shows sellers, prices, whether shipping is free or not, and the estimated delivery date.

Is this the best thing to dim some led lights ? Is it bad to use? I know it should work but...?

I used 3 of these to control each color of a strip of SMD 5050 LEDs. They work great. No buzzing, smooth linear control.

what is the PWM frequency?

Frequency can be changed with C2. 0.12nF 66.7KHz 1nF 11.4KHz 10nF 1.2KHz 100nF 118Hz 1000nF 1.2Hz

Does the knob include an on/off function or does it just adjust the speed? Need to know if I need to purchase an additional power switch.

The knob has an on/off function.
