How would this fit a Breville 54mm portafilter?

I have the Barista Express, BES870XL, and it fits like a charm in the portafilter. Get yourself one of those levelers with adjustable depth, not the one that came with the machine, and you got it made.

How many PSI does this tamper produce?

I bought 2, one as gift for son, and pushed on a scale to see when the spring started to compress.   They both started at just under 30 pounds on the scale.  My son said he was tamping way too hard with tamper that came with machine.   His machine is at work and has multiple users, so tamp was very inconsistent.    Hope that helps. Consistency of pack now allows experimentation with grind.

Do you press this all the way down or just until you feel resistance?

I press it all the way down, but that’s because of the beans I use. It’s usually whichever come first, you may have to test it out to see what, works best with your beans.

Question 4

Is 30lbs calibrated when it begins to depress or when it bottoms out? Makes a big difference. What is the manufacturer objective?

The spring pressure is measured at the bottom. You can feel it bottoming out which is what makes it more consistent than just estimating the pressure. As noted elsewhere, the 30 pounds is notional - I put mine on a tester in the lab where I work and it was somewhat higher than that - but the whole point of this thing is repeatability, rather than  a particular force reading. I use mine every day with the same blend every day and I always get a water pressure reading within the desirable range and that is all I expect of it.
