By "natural" does this mean that no chlorine was used to bleach them?

I'm not sure what "natural" means. The paper on last batch I ordered was white as the driven snow. I suspect paper was dyed.

The latest package seems to have a coating on the inside. While it makes for a cleaner pour (grounds don't adhere to the side), what is the coating?

Mine don't have anything like this. You should also be rinsing it before use. And the grounds should stick to the side.

Will it work with any small cone filter coffee maker?

There is a real difference in the structure of the filter. If you use the small cone filter with the Hario filter be careful not to overfill it!
