It say’s water resistant but not waterproof.

Is it cruelty free? I hate being THAT person.. but I'd like to know.

May have been answered already but can it be used on water-bated paint without the paint running?

I let everything dry for about 5 minutes, lightly spray a couple layers of barrier spray (waiting a few minutes between applications), and dust finishing powder at the very end. I think the key is to be sure each layer of what ever you use is totally dry and set.

How does it feel after it’s on? Is it Sticky at all?

No, it dries with no residue. But it works great!
