Does this fit on top of the cast iron vent? As an extra layer to also protect the iron vent from elements/rust?

No Don’t leave the cast iron vent outside It will rust

Will this fit Kamado Joe Classic 18"?

It should, I bought it for my Medium Egg. It fits perfectly. The inside diameter is 14.5. It is possible you may need to get the cover for the Large Egg. I think I bought it on amazon, but not sure. Just google your Egg size with the cover. if your not sure, the Big Green Egg website would have it and tell you the correct one to get.

What is the inside diameter ?

The inside diameter is 5 1/2 inches or more precise metric is 14.2 CM.
