Can I use this on watercolor paper and then paint over it?

No it will smear. You can paint and let it dry and then go over it with this pen. It will give you a very concise line.

Does this ink bleed through a sheet of paper?

Yes it does, if you don't use it fast. Normal writing speeds will leave the ink bleeding through the page. I use mine for signing documents because I sign fast and it looks nice. That's the only real use I see for this pen, in my opinion.

Does this pen smear on notebook or printer paper?

Andy, it does NOT smear -- one of the many reasons I love this pen. Just tested it out again to be sure, scribbled and immediately wiped my hand across the lines. Unless you're using printer paper with a different kind of surface than the standard stuff that we're using, I think you're fine.
