Why is this one $16.99 and the black one $27.99?

that's a good question - guess the color is unpopular and they want to sell it. . . I have this color and it's fine.  I like the wallet - it holds a lot of credit cards, license, etc. and is not bulky.   Also has a change purse.  I think it has anti-scanning capability, but am not sure.  Many items on Amazon have different prices for the same thing with different colors.  Guess that's a thing. . .

How much does this weigh?

don't know but it is very lightweight (how would you weigh something so light?).  The problem is coins - they make it heavy, just like with every wallet, so you need to spend some change from time to time to keep it light.

I see 3 big skinnys- ocean blue, and each pic shows a different shade. one is a beautiful bold blue; one is ugly & drab.can u describe actual color?

It's exactly this color in the picture.  It's probably the one you described as ugly & drab.  I don't know that I would describe it exactly that way but giggled because, no, it's not a blue I would gravitate towards either.  I will say that it was easy to find in my purse (because everything else I buy seems to be black or dark blue).

What material is this made of?

It's a kind of shiny nylon-type material.  I ended up with a different pattern, but I think that it's the same fabric as the one that is pictured.  It is super lightweight, and hardly takes up any room in my purse. I wouldn't buy it for its looks.  Buy it because it's skinny and light.
