Will this loop the hdmi input to both the sdi and hdmi output at the same time if there isnt an sdi input?

Yes. We use ours for stage display. Mac to BMD, SDI out to stage displays, and HDMI out to another monitor next to the Mac showing the same stage display.

Can i use 1 hdmi to sdi out and 1 sdi in to hdmi out simultaneously?

Yes. You can also just give it one input and have 3 outputs, either SDI in and 1 SDI and 2 HDMI outputs of the signal, or HDMI in and 1 HDMI and 2 SDI outputs. Know that if your HDMI input is interrupted, the SDI output will start passing through the SDI input. Similarly if the SDI input is interrupted, the HDMI output will start passing the HDMI input through. Also, I've had problems with these units introducing digital distortion on the audio. Cutting power to the unit will usually fix it, but check the Audio before going live with the output from these units even if you're getting nice levels on the indicator.

Can i hook a pan video camera to the hdmi input and then plug an hdmi-to-ethernet adapter to the hdmi output to stream the camera to my mac book pro?

Don't know about a Mac but it works with a pc

What amount of delay, if any, is introduced when sending signal through this converter?

I cannot find any published latency for these devices from Blackmagic but they are broadcast quality devices and I have not been able to detect any noticeable delay.
