Could one use this to determine the light reflectance value (lrv) of paint?

That's what it does it gives you the gloss level of paint and lacquer We find it very accurate and great value for money when we measure it against our laboratory units which cost 10 times more.

I bought this earlier this year and can't find the instruction sheet on it.  Is there anywhere that this can be found ?

I don't have any paper instructions but place the unit in the holder- press the red button to turn on- then the yellow button to calibrate- then place on the object you want to check gloss and press yellow button again.

Can i use this device for check polished concrete gloss level?

You can use this on concrete.  These devices measure in Gloss Units (GU).  They do not give a percentage of the reflected light into the meter as a percentage of the incident light provided by the device.  So different materials can by their nature give different results.  For example, a metal surface may result in over a thousand GU.  Various industries have GU standards for their materials.  Note that a rougher surface will diffuse the reflected light resulting in a lower GU and a smoother surface will result in a higher GU.  I use mine for making sure that when touching up paint that I use the gloss rating of the paint that closely matches what is on the surface, i.e., wall.
