Would it be able to hold a iPhone 13 pro max with a thick case?

I honestly can't say. What I will say is that it's a quality item. I have a not so advanced phone, But it's heavy and this holder can carry it with no issues.

Will this hold a samsung 21 ultra?

I have an Apple iPhone 12 and it holds it perfectly. The side arms extend out to basically hold any size phone. I’d say order it cause returns are easy.
