Would this be good for a 6 year old?

I wouldn't recommend this box for small fingers. I got this box of K'Nex for my 6 year old nephew because he enjoys creating things with standard Legos and because I remember K'Nex being fairly easy to use, BUT my nephew didn't take to these. When I tried building something with them, I found that it irritated my fingers and it wasn't as easy as I remembered. These K'Nex are somewhat different from what I used 15 years ago: I remember being able to make a vehicle much quicker (with these, you need to put some sort of end caps on the sticks or the tires slide off). Also, this building set comes with "mini" K'Nex which are difficult even for adults to pry apart after they're connected.

Is age 12 too old for this toy?

Definitely not. There is no real age limit for this toy as it would be dependent on the creativity and patience level of each individual child (or adult :*} ).

Is there an instruction manual

There is an instruction book. However, a LOT of pieces are assembled within the same step. The builder has to be patient in trying to figure out which piece goes where and which one goes first so that they connect easily and aren't blocked by other pieces. Legos' instructions are much better in that they tell the builder exactly which pieces will be needed for each step and assembling only a few pieces within each step. I recommend for ages 9+.
