It’s a scam. The cards are fused. ATR: 3B FA 18 00 00 81 31 FE 45 4A 54 61 78 43 6F 72 65 56 31 B2 ATR bytes: 3B FA 18 00 00 81 31 FE 45 4A 54 61 78 43 6F 72 65 56 31 B2

They work perfectly with GlobalPlatformPro and come with default keys. Excellent quality!

The card accepts the default test key that's baked into the GlobalPlatformPro utility, so there was no need to hunt for any instructions to get started. I ran a simple test by loading Bryan Jacobs' FIDO2 Applet with gpp. No issues were encountered using the card with a contactless reader to manage the PIN and perform a login test on a FIDO2/passkey demo site. The card arrived in a small ziplock bag in decent, if not perfectly unblemished, condition. There were several applets already installed onto the card, but they were easy to remove with the utility. Overall, I'm quite happy to use this card for experiments, and to gain more hands on experience with Javacard tech.

These smart cards are perfect for any secure application that needs a reliable card with strong encryption. The magnetic stripe works well with various readers, and the cards feel durable. I’ve been using them for a while now with no issues. My only complaint is that they don’t come pre-configured, so you’ll need to do some setup work, but if you're familiar with smart cards, it shouldn't be too difficult.
