They are to be used in the water only for building core muscles. You start with the circular paddles open for less resistance in the water, then you gradually close a little more of the paddle which makes it harder to exercise with them in the water. I used them in physical therapy, and they were so effective that I bought some of my own. **Q: Can they be Used for jogging in the pool?** A: Yes!
