Does the lp 11' & the 11 3/4 sound just like a larger standup set of congas?

Yes but without the depth, of course.

Does this need to be tuned?

Yes they are tunable set for the tone you want on your heads once they are tuned no need to untuned they don't loosen or get tight in different temperatures like animal hide unless needed adjustment later.
