Will it work on a Jenome knob achine

I do not know if it will work with your Jerome machine. I have a Brother CS6000i and it works great.

What is the difference between this foot and an overcast foot? Thanks

The Overlock Vertical suppose to to suppose to conceal the edges and sew the seam at the same time (however, I haven't tested it to see if it does), and the overcast foot just conceal (overcast) the seam.
