Do they smear/smudge when you use highlighters over them?

This is my favorite all time pen. I have been using these pens for 10+ years now. It does not smear/smudge when highlighting over.

Are these oil-based inks?

Theses are ballpoint pens so the ink is oil based. Rollerball pens are water based.
