My dog is a boxer,, about 70lbs and measures about 20.5" floor-top of haunch. Would I go large or medium?

I think it is easier to go larger and then use lower settings on height adjustments and support straps. If you go smaller and your dog is too tall, seems like you are more likely out of luck on adjustments available. Hope that is helpful.

what is the maximum weight this chair can hold, my great dane is 150 lbs?

The size Large will hold up to 119lbs. Most Great Danes need a size XL.
