Will the paint come off/run if you get the shoes wet in the rain?

Nope, it's trainer paint, fine in the wet

I have a permanent marker stain on my shoe will this be able to paint over it?

Yes, but you should be prepping the shoe first, prepping should get the stain out

I have brown sandals that I would like to paint white, would it work for that?

Yes I think it would work but you would have to do quite alot of coats, I used it on white trainer soles that went yellow & it took 3 coats to cover the yellow. Leave it to dry inbetween costs.
