Yes the head is coated. It's a better head for the snare, been fantastic for me so far :)

When ordered will i recive this for both sides of the drum

No this is the top (batter head) only. Very good quality and sound. There are drum heads called resonant heads for the bottom of your snare.

Is this ok to use on electric drum pad?

I think it's a bit overkill for an electric pad. A regular G1 would do the trick fine, or Remo Ambassador. But I now prefer Evans heads to Remo.
