I would think so as the nozzles are stepped and you can adjust the flow rate with the taps

Can one outlet be turned 'permanantly' off, without leakage? I only need an outlet for draining any excess water out of pond at certain times

Yes flow can be turned off without leaking-it does the job as a 1 or 2 way directional valve. My only gripe was the bore that is really only the diameter of a garden hose. If that is all you require - i think it will be fine for your proposal. Cheers
